U.S. Department of State Medical Informatics Expert Dean Smith, MD, Joins GlobalMed as CMIO

Dr. Smith brings to GlobalMed nearly two decades of telehealth, medical informatics, and clinical and operational leadership experience from the U.S. Department of State, Bureau of Medical Services.

Dr. Smith, a licensed, board-certified physician, has held positions in the U.S. State Department since 2000. From 2008-2018, he served as the department's Senior Advisor for Medical Informatics. In that role, he provided oversight and clinical informatics expertise to the teams responsible for creating a healthcare delivery model for State Department employees based on a secure, global telehealth solution. Together, Dr. Smith and his team successfully implemented an electronic prescribing solution; enhanced cyber security and HIPAA compliance of health information systems at the State Department; and upgraded all health information systems to the latest coding standards, including ICD-10.

Prior to joining the State Department, Dr. Smith delivered ambulatory, acute and intensive care in Bend, Oregon, and Missoula, Montana. He was also an emergency department physician at Valley Medical Center in Renton, Washington, and served as a Lieutenant Commander in the U.S. Public Health Service.

While with the State Department, Dr. Smith led a team that implemented synchronous telemedicine at U.S. diplomatic missions worldwide. They also developed a Medical Capability Information database of global medical resources with algorithms for management of over 40 common diseases. He has in-depth experience with VistA (Veterans Affairs EHR) and AHLTA (Department of Defense EHR), as well as NextGen and Epic (commercial EHRs).

From 2014-2017, Dr. Smith was also Principal Deputy Medical Director of the State Department. In that position, he managed all facets of the department's globally deployed healthcare enterprise, which included 500-plus clinicians practicing in more than 200 clinics. He also collaborated with medical leaders at the White House, the Department of Defense and other government agencies.

From 2007-2008, Dr. Smith served as the State Department's Regional Medical Manager for Asia, supervising 50-plus clinicians in 28 U.S. government clinics throughout Asia and the Pacific region. As Chief of Examinations Clinic from 2005-2007, he managed an outpatient clinic that provided over 4,000 executive examinations per year. In the same period, he served as physician to Secretary of State Condoleezza Rice when she traveled abroad.

At various times in his career, Dr. Smith oversaw clinic operations at U.S. diplomatic facilities in Russia, Peru and Iraq.

Dr. Smith earned his medical degree from the Medical College of Wisconsin and completed his residency in internal medicine at the University of Washington. He holds a Master's degree in biomedical informatics from Oregon Health & Science University.
